The attacks have huge draw-backs and they have low HP, I don't see how they're over-powered, but I changed bellsprout so that it's less broken now. Weepinbell so isn't broken, it has the biggest draw-back ever.
Anyhow, new stuff :O
Latios LV.21 - HP110 - {C}
Poke-power: Aeroplane Dash Full-Speed
If your opponent's active Pokémon tries to attack one of your Benched Pokémon, you may switch your active Latios with that Benched Pokémon and have it take the damage. If you do, the new Active Pokémon is now confused.
Poke-Body: Epidemic
If Latios is Poisoned at the end of your turn before you attack, Latios is unable to attack and Latios is now knocked-out. If you do not attack at the end of your turn and Latios is Poisoned, Latios is also Knocked-out.
{C}{C}{C} Colourful Rainbow
During your next turn, ignore all the {C} attack or Retreat cost for any of your Pokémon (including Latios). Draw a card equal to the number of Energy attached to Latios but not used to pay for this attack.
{W}{R}{C}{C}{C} Hot Lava Water - 210
If you don't have a Latias in play, flip a coin for each Articuno, Zapdos, Moltres or Snorlax you have in play. If at least 2 of those are heads, his attack does 150 damage instead, and discard an Energy card attached to one of your opponent's benched {G} or {R} Pokémon which does not have any damage counters on it. If less than 2 of the are heads, this attack does nothing and Latios is now poisoned.

Seadra LV.13 - HP90 - {W}
Stage 1 - Evolves from Horsea
Poke-power: Fish
Once during your turn, when you put Seadra from your hand into play onto a Benched Horsea without using the effect of any Trainer Cards, you may search your deck for a Skitty and put it onto your bench. Put 1 damage counter on your active Pokémon (excluding any Delcatty) if you do.
{C}{C}{C} Normal Aid - 60
Discard all Water Energy in play which are not attached to any of your Skitty, Delcatty or Tauros in play. If you do not have any Skitty, Delcatty or Tauros in play, this attack does 20 less damage and Seadra does 20 to itself.

Lugia LV.17 - HP80 - {P}
Poke-power: Roar of Power
Once during your turn, if you feel like it, search your deck for any Pokémon with "uno", "dos", "tres" or any number in its name and put onto your Bench in any way you like.
{P}{C}{C}{C}{C}{C} Epic Blast Of Supreme Ultimate Judgement - 200
Put 5 damage counters on each Benched Pokémon (yours and your opponent's), discard the top 10 cards of each player's deck and each player draws 1 prize card. Your opponent may draw 2 prize cards for any of your Benched Pokémon Knocked out in by this attack (except for any Pokémon with uno", "dos", "tres" or any number in its name). If you knocked out any of your opponent's Benched Pokémon with this attack, you must draw a card from your deck instead of a Prize card. Count the number of remaining prize cards in play. Put 1 damage counter on any of your Lugia in play in any way you like for each Prize card remaining. Shuffle your deck.

As for a set name: DP: Rainbow Supremacy
