There's a reason it was invented. It's becuase the damage/energy ratios (4 energy/50 damage for a stage 2) were so bad then they made a card that would help boost it. Now, the ratios are better (3 energy/50 damage for Stage 1/2) and EX's have incrediably high ratios (3 energy/80 damage for Stage-2 EX) there's no reason to put it in.

Which means several Special type energies are diffucult to recover. As in the base set, RAin Dance made it easy to get energies, while here almost anything is either one at a time or damage counter consequence. Anyone who plays 12 energy removal cards will make life hell for any player in Modified.
