Dragon Vault not Modified Legal

Hey everyone,
Today I was checking pokemon's tcg site and looking through the sets I saw that on Dragon Vault's description it says "modified legal : no". Does this mean that you can't play the cards during city's or premier events?

I saw that, and assumed they just meant currently in regionals

The street release date is tomorrow, October 15th. From that date onward, they will be legal. But none of the cards in Dragon Vault (save Rayquaza, Super Rod, and EXP Share, which already were printed before) were legal at October Regionals.

Yup, the odd thing though, is that they list the 5th as the release date iirc.

Some stores got it in early, which may explain that. But in the interest of fairness, they decided to not allow the majority of the set for the Regionals.
