Pinsir would be with the Grass cards in that scenario. I'm guessing we'll also probably get Ralts and Kirlia for Gallade, since Froslass came with Snorunt but not Glalie in that miniset.
 
I am so disappointed in this set. :/

We could get Bellossom with the other Oddish line, but it didn't happen any other time this Gen. :/
The only fire Type without any cards is Magby.
They went for Piplup line AGAIN over Oshawott, though it could still be included.
A lot of possible Psychic Types could fit between Weezing and Mimikyu, like the Woobat line; Solosis line or the Frillish line.
Reshiram and Zekrom probably get a card each, leaving one more space for a Normal Type, which could be Castform.

Max amount of possible neglected Pokémon for this set:
Bellossom
Magby
Oshawott
Dewott
Samurott
2 or 3 stage Psychic Type IF the rest of the Ralts line isn't included.
Castform.

So yeah, if we're lucky we get 9. :/
 
The list will need to be updated as Weavile was recently revealed to be the eighth card in the set, as a Water card.
 
Since we know Ralts and Kirlia can't be Fairy (they would go after Clefairy) and Gallade can't be Fighting (it would go between Mimikyu and Excadrill, but there's no room), I think it's safe to assume the three slots between Xatu and Mimikyu are Ralts, Kirlia, and Gallade

Updated for Pikachu and Raichu!

Another possibility I saw is that of a Zorua CHR card, featuring N. We know N is featured prominently in the set, as he's on the pack art, and his most famous Pokémon is probably his Zorua. In addition, Zorua and Zorark would fit in between Excadrill and Steelix in the set.

In addition to that, since Rosa uses Snivy in Pokémon Masters, it could be a possibility of having that between Vileplume and Sneasel. Furthermore, Lana's fishing rod could indicate Chinchou, Shellder or Dewpider lines, as they are the ones she uses in SM/USUM
 
They can save Snivy for Alter Genesis, I'mma be irritated if they skip over Bellossom a THIRD time this Generation when they have the rest of the line in a set.

Since this is obviously a mini-set meant to promote the upcoming Pokemon Masters game, it might very well be that this will be the only set to have these CHR cards. Since Rosa is getting a card in Dream League, I think it makes more sense that her signature Pokemon line, Serperior, would be in the set as well (which in turn would mean they could both be featured on a CHR card, of course)

^Nice list, but I think Pikachu featuring Red will be a CHR rare, otherwise why would he be on the pack artwork?

I think Bellossom is going to be more likely than the Snivy line, since Bellossom doesn't have a card yet and it could go with the Gallade card we finally get.
