Ruling Drifblim/Drifloon and Celebi EX

So Celebi is this:

and Drifblim is this:

My question is this: Would Drifblim be able to use Drifloon's Wind Blast attack for free if Celebi was in play and there were three Plasma on my opponent's field as per Drifblim's ability?
 
I talked to Chrisbo about this last week at prerelease. I am waiting for an official answer, but the consensus is:

No.

Drifblim only has 1 attack, not 3. Floating Balloon only affects Derail.
 
I would side with it being able to work because of how rescue scarf works. The whole pokemon evolution line counts as the pokémon, therefore drifloon counting as the same pokemon as it says "this pokemon" unlike deoxys' ability.
 
The only mention of Time Recall in the Pokegym ruling compendium is in regards to the Amnesia ability. "Choose 1 of the Defending Pokémon's attacks. That Pokémon can't use that attack during your opponent's next turn."

That ruling states:
Q. If my opponent has Celebi-EX with "Time Recall" in play, can I use Golduck's "Amnesia" attack to prevent the Defending Pokemon from using one of its previous evolution's attacks?
A. No, you can only use Amnesia on the attacks that are present on the opponent's card at the time of your attack. (Mar 10, 2005 PUI Rules Team; Boundaries Crossed FAQ; Nov 8, 2012 TPCi Rules Team)

Based on that logic, it appears that the previous evolutions' attacks do not actually belong to the pokemon. I'd agree with DNA, Drifting Balloon would only affect Derail.
