Ruling DUsknoir Damage even?

Ok i had a desput about this and i hate the wording of some cards but here is the problem.

Dusknoir has a move called dmg even. it takes 2 energys to perform and it states count the number of dmg counters on dusknoir put that many on you oppnites pokemon.

the desput is dose weakness and restince appy. for just about every attack it will say ignore thos if it wanted you to ignore them. if it dos'nt say then all rules should apply coorect or no this dos'nt seem to be the case there is a desput going about that it dose and dos'nt and that there is a rule i never heard of saying it dos'nt so please give me a link or something to verifi exactly what this move dose.
 
Weakness and resistance will not apply to any attacks that say "place damage counters" Only when doing damage do you apply weakness and resistance
 
To clarify; putting damage counters is not doing damage. Putting damage counters is considered an effect of an attack, while damage is just that, damage. Therefore, weakness/resistance/other damage reduction effects (Such as Kakuna RR's body) are not applied to it. However, Unown G's pokepower can stop the placement of damage counters this way. Those are the advantages and disadvantages of putting Damage Counters.

Thanks for the info guys i understand the effect of the attack but in anycase put dmg counters on a pokemon i consider is dmg in its own right only thing is pokemon need to not make cards that confuse its own rules its not a dmg swap it just that anyways i know where this thread will end up in the garbage but o well idk anymore so lock it its been settled but to clerify dmg is dmg no matter how its done in the end it will kill your pokemon. but atleast theres unown g XD
