Ruling effect to Player VS Prevent all effect

Hello..

I just want to make sure..
if a pokemon already has an effect that prevent all effect (not damage) to that pokemon (example its already attached by Unown G from GE), and that pokemon is being attack by a pokemon that inflict an effect to player, Hand, or deck (such as : Magmortar TR's Top Burner, Sharpedo TR's Strip Bare, or Dialga G's Deafen), do those effect still happen, or blocked?

Still happen. Unown G would prevent effects that happen to that pokemon, such as special conditions. Thos effects don't effect the pokemon, they effect other things.
 
If the Pokemon has a Body/Power/Ability or a Pokemon Tool (like Unown G) that says Prevent any effects they are referring to the Pokemon itself. Not the player controlling the Pokemon. In your example, Unown G only prevents effects done to the Pokemon, such as Confusion or Burn or any other status effect that goes to the Pokemon.
