I like the idea, but the format (maybe not in your area, but definitely in mine) really selects against the fire type decks. I think that you should consider cutting some energies (water I would probably assume would be best) to add some more N's and maybe some other draw trainers. I like the deck though. Keldeo should stay, but the deck doesn't revolve around it attacking.

-2 Energy Search; With twenty energies, this card is redundant.
-2 Rescue Scarf; Tool Scrapper.
-1 DCE
-1 Fire
-6 Water; Way too many energies. Most decks only run twelve. Keldeo runs a bit more.

+1 Reshiram BW; Right now, you're completely walled by Sigilyph.
+2 Colress
+2 N
+2 Heavy Ball; Gets out most of your Emboar line and some on your attackers.
+1 Juniper
+1 Cheren
+1 Pokemon Communication
+1 Super Rod; Recovery of your one ofs. (More effective than Rescue Scarf because it can't be Tool Scrapper'd.)
+3 Prism

Usually, you want to get 3 fire energy with cilan just as resource collection, then 1 energy search to get 1 energy specifically
