Ruling Energy Retrieval

It says to retrieve 2 basic energy from the discard pile.

Can you play this card and take just ONE, becuase that is all that is in your discard pile. DNA said that it is public knownledge on your discard pile, so I'm thinking if you can't take two you can't play the card?

You can play Energy Retrieval as long as you have at least 1 basic energy in your Discard Pile. It is a rule that you can't play a card for no effect. There is also a concept called up to.~KA

~If you have 0 Basic Energy in the discard: You can't play it
~If you have 1: You take the 1
~If you have 2 or more: You must take 2

You just can't play it and only take 1 if there's more than 1 there.

To add my two cents. You must do as much of a card effect as possible when it involves public knowledge. Public knowledge includes: hand size, prize count, number of cards in deck, cards in play, and cards in discard pile. So any T/S/S that make you discard/draw/retrieve/move cards from anything that I listed under public knowledge you must do as much of the card as possible. If you can't do any of the card effect then you can't play it because you can't play a card that has no effect if it is in regards to public knowledge. However it's a completely different story when it involves private knowledge which is what cards you have in your hand, what cards are in you deck, and which cards you have prized.
