Its been a staple since the dawn of Pokemon Card Time, but its always nearly never been used. As far as this format is concerned it CAN act as some makeshift Energy Acceleration in certain situations, so you could quickly power up a tech you NEED to attack with in order to win the game, but I can't think of much else it can do....
 
We will see this card being used more in future (BW - on), having to replace Shaymin UL. This card can be useful, but only occasionally. Sometimes it's just a waste of deck space. The ability of this cards good, but the only problem is that it only limits you to switching only 1 energy between your Pokemon in play.

A staple is a card run in fair numbers in just about all decks. if its almost never been used, its not a staple. I think you just mean a recurring card.

Anyway, this card has very little potential in HGSS-on, but in BW--on is its chance to shine. It can be used in mono attacker decks such as Terrakion and Darkrai along with Max potion, allowing you to get around catcher, heal, fire off attacks, etc. Its a versatile card. However, its only useful in some decks, and its sometimes a dead draw. For that I give it a 4/10 this format and a 6.5/10 next format.

Oh right, I mean its lived in the Pokemon TCG world for generations! I want to edit my post now, but then things would look awkward in relation to yours.
 
This card SHOULD be a staple in any Darkrai/Tornadus deck, it's key to quickly shut Terrakion down, and can even be used for a T1 Power Blast. If I had room in my Darkrai/Krookodile deck, I'd run it, and even in Darkrai and Eels it's great for a quick attack with, well, anyone. and you don't have to waste Shaymin UL for one or two energy. And it just gets better after rotation.
