Ruling Expanded: Theta Stop VS Ancient Power

Looking for some rulings help in Expanded post Ancient Origins. If this isn't allowed (due to Ancient Origins not being released, or because this is Expanded, could you please tell me where I am allowed to post this question, thank you)

Situation:
I have an Archeops in play, and my opponent has a Sceptile EX.
Can my opponent play M Sceptile EX from their hand to Mega evolve their Sceptile EX?

In other words, does Theta Stop bypass Archeops Ancient Power?

No, it doesn't. Theta Stop has no effect until the Pokemon actually gets into play. Since Ancient Power prevents you from playing Mega Sceptile normally, you would need to find another way to get it into play.

Also, Ancient Power is an effect on the player, not any Pokemon, so Theta Stop would not work anyway.
