Ruling Expert Belt Questions With Other Cards

I have a few questions about this card with other cards.

For Stormfront Tyranitar I attach the Expert Belt to Tyranitar the move Spinning Tail can it do 50 Damage instead of 30 Damage to each of your opponent's pokemon? Also with Grind it does 20x for each energy attached to it can I do 40x Damage instead of 20x?

For Platinum Arceus Gengar Lv. X Compound Pain it does 30 Damage when you attach an Expert Belt it does 50 Damage?

For Stormfront Gengar The move Poltergeist does 30x for each Trainer,Supporter, & Stadium Card but when I attach an Expert Belt can it do 50x Damage for each Trainer,Supporter, & Stadium Card?

no, only 50 to the active, 30 to everybody else

if the attack deals damage, rather than damage counters, yes, so long as you target the active pokemon
EDIT: after checking the card: it does 50 only to the active, so long as he has any damage counters, if he doesn't have any, it delas no damage to him. all benched pokemon (with damage counters) receive 30 dmg.

it deals 30xTSS, after you have calculaed this, you add 20 damage, so if the opponent has, let's say 3 TSS in his hand the formula is
(30x3)+20=110, rather than (30+20)x3=150.

if you can answer these questions I would really appreciate it.

It's the same scenario as Poltergeist. It would do (20 x # of energies attached) + 20.

Always rememer that Expert Belt will only always deal just a mere extra 20 to the active. No exceptions.

Are the rules for expert belt implied to mean "The Pokémon this card is attached to gets +20 HP and that Pokémon's attacks do 20 more damage to your opponent's active Pokémon [if that attack would deal damage to your opponent's active Pokémon][...]"? I guess I'm asking is if this card does +20 damage even if an attack does not normally deal damage to the active Pokémon (or at all, like with SF Gastly's Pitch-Dark), or does it only work when an attack deals damage directly to the defending Pokémon? The card text does not specifically say, but even non-damaging attacks are still considered attacks, are they not?

Think of Expert Belt's damage addition like that of a PlusPower. In order to do more damage you have to actually do damage first. Just like if you use Gastly's Pitch Dark attack and your opponent has an Uxie active; Uxie wouldn't take any damage at all even if its weakness if +20 [P]. This is because Gastly has to actually do damage first before adding more.
