RE: Fake Card Competition Round 3

I'm not exactly sure what round 2 is, but it seems to be making any card. Tell me if I should change it, and to what. I am not sure that NE means that I am banned from the tournament, or just entered late, so could you please tell me if I'm banned? Thanks. Anyway, here's mine:
Dragonite LV. X - HP160 - Colorless
[Poke-Power] Charge From The Unknown. Once during your turn (before your attack), you may use this power. Put 2 damage counters on Dragonite. Then, flip 3 coins. For each heads, put a damage counter on 2 of your opponent's Pokemon. You can't use more than one Poke-Power "Charge From The Unknown" per turn. This power can't be used if Dragonite is affected by a special condition.
[L][G][C] Dragon Roar - 100 damage. Discard an energy attached to Dragonite in order to discard an energy attached to one of your opponent's Pokemon. The effect of this attack fails if your opponent doesn't have any energy in play.
Weakness: Colorless (x2)
Resistance: None
Retreat Cost: 2
Dragonite - 140 HP - Colorless
[Poke-Body] 3- Color Rainbow. As long as Dragonite has at least 3 different types of energy attached to it, ignore all [C] in Dragonite's attacks, Weakness, Resistance, and Retreat Cost.
[G][C] Rainbow Burn - 40+ damage. This attack does 40 damage plus 20 more damage for each different type of energy attached to Dragonite and the defending Pokemon. You can't add more than 80 damage in this way. The defending Pokemon is now burned.
[G][L][C][C] Aerial Ace - 120 damage. Ignore all effects on the defending Pokemon while doing damage.
Weakness: Colorless (+30)
Resistance: None
Retreat Cost: [C][C]
If I am not allowed to do 2, please rate the regular Dragonite.
I like it, how ever It shouldv'e been an Eeveelution.
Over all rateing: 9/10 (you lost a pont cos it wasn't an Eeveelution

Umbreon Lv.X HP110 {D}

If Umbreon has any {D} attached to it, you may look at your opponent's hand or the top 3 cards of your opponent's deck. This power can't be used if Umbreon is affected by a special condition.
{D}{C}{C} Night Spin 60+
You may return as many {D} as you like attached to Umbreon back into your hand. This attack does 60 damage plus 10 more for each {D} you return.

Oh. Sorry. Here's my Flareon:
Flareon - HP90 - Fire
[Poke-Power] Rejuvenating Flame. Once during your turn (before your attack) when you play Flareon from your hand to evolve one of your Pokemon, you may use this power. Remove 4 damage counters from each of your Pokemon in play that is evolved from Eevee.
[F][C] Flame Spin - 40 damage. You may switch Flareon with one of your benched Pokemon. If you do, you may have your opponent switch one of his or her active Pokemon with one of his or her benched Pokemon.
[F][F][C] Super Start - 60 damage. If Flareon was on your bench this turn, this attack's base damage is 100.
Weakness: Water (+20)
Resistance: None.
Retreat Cost: 1
Personaly, I would've given it -10 (M) for Resistence.
Howeever I'd still use it along with Flareon

I'm not on the contestants list, but because you rated my first 2 cards, I figure I'm in:
Charmander - HP50 - Fire
[.] Gather Fire. Search your deck for up to 2 [R] energy cards, show them to your opponent, and put them into your hand. Shuffle your deck afterward.
[R][C] Smokescreen - 20 damage. Flip a coin. If heads, prevent all effects of attacks, including damage, done to Charmander during your opponent's next turn.
Weakness: Water (+10)
Resistance: None.
Retreat Cost: 1
Charmeleon - HP80 - Fire
[Poke-Body] Fire Veil. If Charmeleon is your active Pokemon and is damaged by an opponent's attack (even if Charmeleon is knocked out), the defending Pokemon is now burned.
[R][C] Flame Claw - 50 damage.
Weakness: Water (+20)
Resistance: None
Retreat Cost: 1
Charizard - HP120 - Fire
[Poke-Power] Fire Storm. Once during your turn (before your attack), you may attach any number of Fire Energy cards from your hand to your Pokemon in any way you like. If you do, your turn ends.
[R][R][C] Fiery Determination - 80 damage. Discard a [R] energy card attached to Charizard. If you ended your last turn without attacking, this attack's base damage is 110 and discard another [R] energy attached to Charizard.
Weakness: Water (+30)
Resistance: None
Retreat Cost: 3
Charmander: It looks like you copied moves from Charmander (from Rocket 1) & Cyndaquil (Neo 1), also I would've made 'Gather Fire" as a Poke-Power & not an attack.
Charmeleon: Flame Claw is a bit strong for the HP.
Charizard: Again, it looks like you copied the Poke-Power from Blastoise (CG/SW), How ever I quite like this card.
