Fall 2012 EX Tins With New Packs?

So recently the Target close to my house got a big shipment of Fall 2012 tins, which is awesome, since I don't have all of the promos, but when I opened them I was surprised to see that they contain the same 4 packs that thew new tins do: 2 PLS, 1 PLF, and 1 PLB. These must have been repackaged, right? Because Plasma Blast wasn't out when they were released, and I'm pretty sure when they came out they came with Dark Explorers and Dragons Exalted packs, but it's been a long time so I'm not sure. I guess it makes sense considering how hard it is to find packs of those sets, and they know they can sell them individually for more money online, but it doesn't even look like the tins have been tampered. Has anyone else experienced this?

When I bought a Rayquaza tin last week I only saw a few, but this week there seemed to be several cases of them, as well as the BW starter tins (in that case I'd rather they'd have new packs than the boring old BW Base Set packs). Who knows why they're there again though.
 
The last time there was repackaging, they lowered the number of packs in the tin. I was thinking The-Kaiser was involved in that discussion.
 
I did buy a reissued Heartgold SoulSilver tin that had less packs than it was when originally issued before my area rite-aid closed up
 
It's just product repackaging. Nintendo likely made more tins than packs, so when the cards get reprinted, like they did in LT, they'll just repackage the tins with newer packs, though usually at a lesser quantity than the actual release tins (three packs instead of four, like HGSS) and ship them to retailers. It lets them lessen their stock and keep the card game flowing.

As for the BW starter tins, it's the same idea, except they just sent out all the leftovers from the run because the starters were reprinted in LT. I'm actually hoping my local stores still have a few, because I want old Emboars and one more old Serperior.
