I did not come up with this deck, nor is this my own decklist. I have my own I have been tinkering with, but was looking to get some opinions on this deck as I had not seen it here yet. I also believe this fits well under the Budget build category.

Strategy:

Accelerate Flareon quickly by discarding with Battle Compressor, and use Slurpuff for draw support, the same as you would in Seismitoad. Supporter list isn't heavy because you can Compressor away the Supporter you need and VS Seeker it back. Leafeon is a good tech to take out Toad, and Ditto allows for a setup on the next turn if you do not get an Eevee and need a Flareon to attack, or no Swirlix and need a Slurpuff for draw.
 
RE: Flareon/Slurpuff

What is the Leafeon FFI for? Leafeon PLF is much better. I suggest:
-1 Leafeon FFI
-1 Float Stone
+ 2 Glaceon PLF

Glaceon makes all your Plasma pokekon's retreat cost two less. This can save your Flareon in a tough situation. This way you can attach a Silver Bangle and have free retreat (for the eevee-lutions at least) unlike Float Stone.
 
The FFI Leafeon is for putting the opponent to sleep if they don't have very many energy in play. I play the float stone more for consistency with Slurpuff. Being able to Tasting for two after a knockout and then retreat into a Flareon after a knockout can be clutch in the right situation. Very rarely do I ever retreat a Flareon.
 
For removing I'd recommend:
-1 Leafeon FFI (Not as useable in the deck especially since you've got the Plasma Leafeon. Even if it puts enemies to sleep, the Plasma Leafeon does a better job being aggressive. If you're running a deck with these eeveelutions alongside Deoxys, then there is no reason to worry about the amount of energy your opponent has on their Pokemon. With the right setup, even 1 Energy on their Pokemon is enough to deal a lot of damage if played right. Especially against threats like Seismitoad)
-2 Ditto BCR ( I see where you're going with this, but I don't recommend this at all.)
-1 Exeggcute (Why 1? I can understand if you're using this for ultra ball but... not even as useful if you're thinning the deck with battle compressor or wanting Pokemon in the discard pile in the first place)
-1 Jirachi EX (Not worth the EX slot if you're going to be thinning the deck out and have a good chance of drawing into your supporters anyway)

-1 Battle Compressor ( 3 is good enough with all those other trainers you've got there that discard things. Good for dropping eeveelutions you know you won't need at all in the battle too)
-1 Float Stone (For the above said reasons - Glaceon)
-1 Bicycle (Optional - I just think 2 is enough for this build)
-1 Ultra Ball (You'll see why later down this list)

Now for the additions:

Pokemon:
+2 Glaceon PLF (It's a life saver. You may not rarely retreat a Flareon but that doesn't mean you won't be completely screwed over if they Lysandre out a Deoxys or a Swirlix. Trust me on this one - if you're not using Deoxys as an alternate attacker and have 0 copies of switch in your deck, you'll need this)

Trainers:
+2 Team Plasma Badge (Good for retreating Slurpuff. Let's be realistic here your tactic needs this and you'll rely less on Lysandre's Trump Card if you need energy)
+2 Team Plasma Ball (If you're intent on running low numbers of energy, I highly recommend using these to get the eeveelutions you need faster. Or Deoxys EX. It's got no cost to it at all and is incredibly useful)
+1 Town Map
+1 Professor's Letter
 
I play the same deck turbo flareon is amazing when it gets going here are my changes.
Rule number 1 DONT GET RID OF FFI LEAFEON! the card is too good in stalling situations.

-1 Deoxys for +1Swirlix- Your gonna want atleast one slurpuff out, it is so clutch.

-1 Lysandre for +1 Sycamore- Your gonna be in a situation where you may not be able to draw with 4 sycamore, keep the deck consistent.

Rest of the deck looks good. Id find a way to include a xerosic it could really help in situations.
