At the Ruins of Alph (where you can catch Unown), there is a house of researchers. Go up to the house with Arceus walking behind you and as you walk though the door a researcher will come out. Just follow the event and you will be transported to the Sinjoh Ruins. Just follow the path outside and go through the event. Cynthia (from Sinnoh) will bring you to the temple you were just at, and you will get to choose Dialga, Palkia, or Giratina to be obtained at level 1. To do this event you can have ONLY Arceus in your party, nobody else.
