Ruling Forgetting atack eff....

I was wondering if you do an attack with a MANDATORY effect(say 20 dmg to a benched pokemon). forget to do the effect. your opponent draws but hasn't played anything you relise tell him.

does he have the right to say no you can't its to late?
(please not he has only drawn a card, not played anything)

I'm no judge, but I do believe that you still have time to do so. All they really did was draw a card, and nothing else. If it's an effect that must happen, then I think that you should complete the attack and still do the extra 20 damage.

Effects that are mandatory are corrected. If the players realize a few turns later, a judge should be called. Keeping track of game state and its rules is both players responsibility.

Just like picking up Prizes is a necessity of the game flow and must be corrected at all times, using an attack to its full effect is mandatory if someone declared the attack. However, in some cases this might be ruled as a form of cheating (say, their only bench Poke is an Infernape PT with Rage). Then "forgetting" the damage wouild be quite beneficial. Still, if it somehow can be corrected, it will be, and the attacking player will get away with a small penalty, I think.

The Unsportsman Conduct: Cheating Penalty is only used when a player is intentionally forgeting mandatory actions on a consistent basis in order to gain significant advantage. Judges have to think hard before assigning this penalty.

In a situation like this, the steps will likely be reversed, so the whole attack is completed, and both players would get a caution for this. You are both responsible for gameplay, and forgetting something like this is looked at as the fault of both players.
