no. While in your deck, a fossil is a trainer card.

Celios/Bebe's cannot get trainers, only pokemon.

Sorry if this is slightly off the original question, but it's about Fossils, and I didn't want to make a new topic, but does Old Amber count as a card "that has Fossil in its name", as some cards specify?

Sorry to digress a digressed topic, but am I able to play a fossil during set up or not really?

Yes, Fossils may be put into play during the Set-Up phase. That is the only way to get them into play if you go first, because if you do not put them down during Set-Up you cannot play them if you go first. Also, if a fossil is your only "Basic" in your starting hand, it must be played as your starting Basic.
