Pre-releases I believe is October 28-29, and November 4-5, so they should be several weeks after that when they hit stores.

No one knows. When someone knows the contents of the English decks, they'll let WPM know and he'll post them on the main page. Until then, your guess is as good as ours.
EDIT: My guess is that the decks will be different. If you recall, Crystal Guardian decks in Japan included Groudon ex and Kyogre ex with them, while ours didn't. My guess is that it'll be the same for this set, possibly with both decks revolving around a Dragon line (either Flygon or Salamance, like the original Dragons set did).
