Thing is, Vanilluxe already has favorable match ups against both of the Dragons (unless Zekrom is run with Magnezone). Vanilluxe hits Reshiram for Weakess (and Item Lock kills it anyway), and against Zekrom, it depends on the variant, but running it with Slowking really weighs ZPST down (as well as Item Lock), and even with Magnezone, the prize exchange is fairly even. This means that Zoroark is only meant to be a sure counter to Cobalion. Maybe Reshiram could help?
