Ruling Gallade + Time Walk clarification

I was trying to make a deck full of Pokemon (for accurate Time Walks) + Poke'Radar + Gallade's Psychic Cut. The whole point was to turn up face down prize cards for heavy damage, then the Azelf's turn them back down for more damage Psychic Cut's. But Gallades Psychic Cut states: "These prize cards remain face up for the rest of the game"

So my question is, does the cards remain face-up? Or face-down? Was it erroreted? Or not?
 
Azelf reads: "look at all of your face down prize cards." Gallade can only flip ones that are face down. Azelf places them back face down, but only the ones that were face down to begin with. Basicly, you can Time Walk, then flip prizes, but you cant Time Walk to flip them back over because you only look at, and can take cards from, the prizes that are face down.
 
If the prize card is flipped up, though, you can't Time Walk it, can you? It states to look and pick from the face-down cards, face-up prizes would be illegal targets, I would think.
