Ruling games and deck number

every game must start with 60 cards in the deck if you do not have 60 cards in the deck at the start of a game you have to forfeit the match to your opponent is this correct.
 
You don't forfeit per se. But once a judge finds out, you will most likely receive a game loss penalty. However if you find out before a judge gets involved, you can always forfeit to avoid the penalty.
 
Usually, decklists are checked at the beginning of most large-scale tournaments so errors like this don't happen, but if something gets through, this is what would happen:

~If the deck has more than 60 cards, cards are removed until it contains at least 60, in accordance with the judge's penalty.
~If the deck has less than 60 cards, the remaining slots are filled with basic Energy of the player's choice, in accordance with the judge's penalty.
 
This actually happened at Regionals a couple of years ago. A player got through deck checks with 61 cards, made it into top cut at 5th seed, and got disqualified because in the second count of the deck for top cut, our head judge caught the 61st card. This player had never had a record of cheating, and he didn't mean to cheat. The decklist also had only 61 cards in it, the judge deck-checking just prolly counted wrong. This is why you do your decklists online... :p
