The Primary strategy of this deck is to mill the opponent with Durant and the Trainers, and if the chose to do that I can bring up Garb to hit for large numbers. With breakpoint durant he mills for 4 cards if he has damage on him. So I use team mates to constantly pull out Frozen city and counter energy to attach to Durant, and take out four cards. After I get in good K.O. Range I bring up Garb and hit for any numbers I need.
My primary concern is having the opponent field blowing away my Frozen City and me no longer able to mill their deck quickly. I considered running Unit Energy [LMP] Originally with Noble Victors Durant, but I didn't like the fact that if any of them were Ko'd, I might be screwed.
This would be my first mill deck so I really need some strong suggestions for whether or not NV Durant would be better, and if I missed any essential cards for it.

I am on a very limited budget so I have no money for Lele's and need to make sure that if I buy the cards, that's it. I don't have the money to buy the cards and play test to buy other things. So I really need help picking the cards before I order the cards.
 
I mean no offense, but there are only 58 cards listed, not the standard 60-card deck. Would the other 2 cards be Frozen City's?
Looks decent the way it is. I don't know if I'd play the 3x Float Stones, as it seems a bit much, given the high hitters in the game these days that could OHKO the relatively low HP durants as well as the garb. Just to clarify, is the purpose of the float stones just to swap out a durant for a garb in mid-game, as I suspect it is, or is it to save you from giving up a prize card? I can understand it if you're tossing them in there to swap out a durant for a garb, but if you're trying to save from giving your opponent a prize card after being hit, I feel it isn't going to work out quite the way you'd like, unless they're light hitters for some reason (very unlikely in the current game / meta).
That would be the only thing I'd question about this deck, and in doing so, it is an "Eh? that may be heavy or may not?" sort of thing. Said in the utmost of respect, and just constructive input. Best of luck with this deck!

Edit - I just realized you're playing Garb BKP... and need the floats to attach to it... Nevermind my prior comment about removing the float stones, it was a "duh" moment of mine... sorry about that. This is fine the way it is.

My only question is why you are running BKP Durant over NVI Durant? They both discard the top 4 but imo NVI Durant is easier to achieve and doesn’t need as much.

I say this with utmost respect, but I think you're trying to do too many things with the deck. If it is a mill deck, then make it a mill deck, if garb, then garb. While you do have the mill helping the garb's attack, I found it (no offense) a bit clunky, or at least a hit-or-miss, and I found that I was always needing more energy with the above build.

Just a suggestion, take it or leave it, but I just threw together a pure mill deck that subs in mew in place of garb. I chose the "baby mew" over the mew ex because it is only 1 prize card, despite the slightly better HP. Personal opinion is that, in the current meta, either one could get 1HKO'd if the opponent builds up the energy to do so, so my strategy in the below deck was more of a pseudo-stall (energy denial?) type of build - again, only somewhat - just enough to get your durants rolling with the 4-card mills.

According to my statistics in PTCGO, out of 206 games, I won 178 of them, when using the above deck. I admit, a lot were 1st turn concedes from opponents when they saw I was playing a mill deck, so that number is likely skewed greatly, but I'd guess it is still > 50% effective for wins.
