I think 4-4 Altaria is too many, 3-3 should be enough. I would personally run less Gabite and more Rare Candy, the Gabite is good for it's search but this way you're going to have to use the Gabite's to go into most of your Garchomp, which although more reliable, is much slower and the idea of this deck is speed. I'd suggest removing 1 Gabite for a Rare Candy.

The way I play the deck is that you aim to have 1 Gabite in play at all times for it's search and use Rare Candies to go into your Garchomps, the 2nd Gabite is there for if you have 1 prized, the one you have active get's KO'd or just as the usual 1 copy of stage 1 if you need to go into Garchomp that way.

I would remove 2 Level ball and 1 of the Tool Scrapper for 3 Ultra Ball, this allows you to search out your Garchomp's (mostrly early game) without neding the Gabite and fuels Bianca by discarding cards from your hand.

I'd Suggest removing the PlusPowers, they serve no specific purpose in this deck, and add in 2 more Fighting Energy since you'll need them often when using Max Potion and there's a chance you might have had to use a Blend and a Fighting or 2 Blend at one point for the other attack and be low on Energy.

This leaves 2 spaces from having removed a 1-1 Altaria line.

Here you can playtest and see what you like best, you could find you want a 4th Rare Candy for more consistency and speed or a 3rd Max Potion for more healing or anything else you find yourself lacking when you playtest. You could start with these 2 cards being Switch for now as it comes in handy and go from there.
 
I see your point but so far every game I have had 2 garchomp and 3 altaria turn turn and Ive played 5 times so far. And I am probally cutting tool scrapper and pluspower entirely they are just filler ATM.
 
You'll need 2 Tool Scrapper in there to deal with Garbodor, it will shut off your Altaria and usually have Rescue Scarf so that Catchers won't be enough to deal with them.
 
Your Pokemon lines should be 4-3-4 Garchomp and 4-3 Altarias. Gabite is your primary search, and I have even heard of people running 4-4-4 Garchomp. Swablus often fall victum to a T1 Outrage or Rayquaza. You also need Level Ball since it searches the Swablus which Gabite can't get. It also can search out your first Gabite to get the engine rolling. Ultra Ball isn't necessary and just discards things you need. You'll be sending enough to the discard as it is with DragonBlade. I personally like the Plus Powers in here, but it seems like I'm the only one. Other than that, I'd take out a Tool Scraper for another Rare Candy or a Super Rod.
