It is very convenient how Gardevoir-GX and Gallade (a very anticipated card and a current popular deck) both evolve from the same line (Ralts). Gallade (BKT) is very useful for its Premonition ability, as well as its attack which can do big damage for a DCE. However, you could also choose to play Gardevoir-GX from your hand to unleash a devastating attack by piling on the energy.

The deck is built to fully survive the upcoming rotation, if the rumours are believed that BREAKthrough will stay for another year.

Pokémon: 20
3x Gardevoir-GX
3x Gallade
3x Kirlia
4x Ralts
2x Octillery
2x Remoraid
2x Tapu Lele-GX
1x Sudowoodo

Trainers: 25
4x Rescue Stretcher
1x Super Rod
3x Rare Candy
3x Choice Band
1x Field Blower
4x Ultra Ball
1x Special Charge

4x Professor Sycamore
2x N
2x Guzma

Energy: 15
11x Fairy Energy
4x DCE

The strategy is to start off evolving your Ralts into Gallades. This keeps the pressure on early game and also ensures you get nice draws in the first half of the game. Once your Gallades have fallen, shuffle them back in with Rescue Stretcher and Super Rod to ensure and easy access to Gardevoir-GX.

I think that a 3-3 line of Gardevoir and Gallade is excessive. If you feel like you will use Gallade more play 3-2 Gardevoir, or vice versa. You may also not need a second Tapu Lele-GX. Other than that this is a good list!

Very interesting idea, have you tested the top 16 Gallade/Octillery from the most recent regionals? It could use a few cards from that build.

On changes:
-1 Sudowoodo (M Ray and Skyfield are rotating)
-2 Rescue Stretcher (Too much recovery)
-1 Gallade or Gardevoir-GX (Focus on one or the other)
-3 Fairy Energy (A bit too high, can be changed as needed)

+1 Skyla
+1 Mallow
+1 N
+1 Bridgette
+1 Alolan Vulpix
+2 Fairy Garden (Free Retreat is always nice and can cycle Gardevoir-GX)

Other thoughts:
Cutting Sycamores for more Mallows, N, and other techs would be interesting and more in line with the Gallade/Octillery build.
2 Kirlia; 4 Rare Candy is usually better unless there is a lot of Garbodor in your area.
If you make Gallade your main attacker, consider Professor Kukui to get cheeky KOs and/or Tapu Koko to spread damage every single turn.
If you make Gardevoir-GX your main attacker, Professor's Letter and/or Fisherman or the new Ribombee as a 1-1 line.
