When using Mewto-EX's X-ball attack with Gardevoirs (Psychic mirage ability), does the energies attached to Mewtwo-EX do twice the amount of damage if they were psychic energy cards?

So for example if you had 2 psychic energies attached to Mewtwo-EX, and say no energies on the defending pokemon, and Gardevoir (Psychic Mirage) is in play, would Mewtwo-EX's X-ball attack do 40 damage or will it do 80 damage to the defending pokemon?

The answer to your question really depends on if the defending pokemon is weak to psychic types. If not, it would do 80 because each {p} energy would be like a {C}{C} was attached. 1 would be 40, 2 would be 80.
