If I have a Gardevoir out, with only a DRE attached to it, and then I level it up, can I attack?

As long as that gardevoir is active and you have the energy requirements for your attack...of course.

ok, so what I'm trying to ask is, can a DRE provide 2 energy for a lv. x, considering it's not an evolved pokemon?

DRE can provide two energy for a levle x if the pokemon it levled up was an evolved pokemon. i.e. DRE won't work on palkia lv.x because palkia is a basic, where as it will work on gardevoir lv.x because gardevoir is evolved.

In other words, the answer to your question is no. The Pokemon you level up has to be an Evolved Pokemon in order for you to be able to attach DRE to it.
