Ruling Gengar Curse and Bench shield?

Say my opponent has a bench shield attached to one of his/her pokemon, am I still able to move a damage counter to one that has a bench shield attached to it?

Yes you are. Bench Shield blocks damage from attacks, so Curse will be able to affect it. Besides, placing/moving damage counters isn't dealing damage anyway, so Bench Shield can't block that on two counts.

This also includes damage counter placement from attacks as well. Bench shield only blocks actual damage, not the placing of damage counters.
