Gengar or Gyarados

It depends on your metagame. You need to tell us your metagame. If you have a balanced metagame, I'd go with Mother gengar. It usually gets better starts.
Gyarados, but not because I'm bias or anything. <__>
Gyarados has fairly decent matchups against everything you listed. Really just have to be careful of Luxray and Fainting Spell, but other than that, the deck choice is golden.

Go Gengar for that meta, it has decent SP matchups and Gyrados is solid with the Queen heal.

Lets check the pros and cons of each.
Mother Gengar: Pros: Has FANTASTIC snipe ability. Lay down a Crobat and KO Uxie/Azelf/ Mesprit. Poltergeist is a pain in the butt as well, and it can deal MASSIVE damage. The X has good HP and a great power. And then-fainting spell. A possible you kill me-your going down with me power. Really fast, doesn't really matter if something is prized.
Mother Gengar: Cons: Unown G. Absol(like its EVER seen). Dark Flygon.(Not really though). Gengar is also a SKILL deck. You need to be VERY EXPERIENCED with it. I have been playing Gengar since July, and I still learn new strategies for it. I am however, if I do say so myself, skilled with it. Anyways, Gengar is a skill deck, and you need to know what you can do and what your options are, because otherwise your going to die. So it takes a LOT of practice.
Gyrados: Pros: Fast. REALLY FAST. Hits 90 for 0, and has Luxray+tons of discarding support. Just a fantastic beatdown of a deck. dmaster.[/kissup]
Gyrados: Cons: Mr. Mime from MT. If a karp is prized its a big problem, and if 2 are, your going to lose the match unless your VERY luck w/ SSU. Needs lots of stadiums which Flygon LIVES for. Needs a starter.
So I say Motha Genga. Its just a fantastic deck.
Go with Gyarados. Its fast to set up usually. And its got next turn recovery if KO'd.
Hahahaha, Mother Gengar being a skill deck. Hahahahaha. The enitre reason the deck was made was to make your opponent set off Fainting Spell, the biggest luck mechanic in the game, so that Gengar wouldn't have to worry about cheap sniping 6 pixies.

Unless people in your area are making counters for Gengar, use Gengar, it's faster, better sniping, and just works better
I don't like either because Gengar is all about cheap prizes and Gyarados is just like "NOMNOMNOM 90 NOMNOMNOM 90". Gengar is an amazing deck competitvely though, and Gyra's a rising star. I just prefer decks like Gardevoir/Techs and Magnezone that can adpat and have options. I'd play Gengar if I didn't care.

Mother Gengar will always be good because of its two awesome attacks and its awesome pokemon power. Simple as that.
Secondly:
Charizard PA is going to Stolen...if you haven't made a deck list based around him yet...go do it. His pokemon power is amazing, because it's really easy to get basic on to your bench. 1 for 30 becomes 1 for 60-80. Weak to water, but faster than water. He can't beat Gengar though.
