Getting back into competition

If looking to have fun, blastoise isnt terribly expensive to build. If you are looking to win, Blastoise is by far the most expensive deck to build in the format. Blastoise needs 2 copies of a card known as Tropical Beach to be perform the best, and Beaches run at about 130$+ right now

I have kept that in mind which is why I am deciding between the PlasmaKlang and Keldeo-Blast. I might just build both decks because both don't seem to be that expensive plus PlasmaKlang is hilarious since its one of those pokemon that is only good in TCG and makes EXs do nothing which is still funny.
