I want a shiny eevee, right... I have a shiny eevee from a japanese game, and a ditto. How fast can I get a shiny eevee? I know this may be answered already, but I want to know 4 sure... And can I get a shiny eevee faster by a female shiny from japan and male normal from america? Thanx ♥

They have the same odds, but chances are you'll generate the eggs a lot faster because they are of the same species. It's what I'm doing right now. But there is always the danger of getting a false foreign; by which I mean getting a pokemon that looks foreign, but only because it was generated in a domestic game and then traded to a foreign game and hatched within it.
 
The chance of getting a shiny would be the same regardless of whether you use an Eevee from your home game, or a Ditto. The difference is if you breed Eevee with another Eevee, the eggs just get produced a lot faster (about 1.5x faster). Whether or not the foreign Eevee is shiny doesn't matter - it just needs to be foreign.

The odds of making a shiny egg in this way are 4/8192 in a Gen-4 game, or 6/8192 in a Gen-5 game. So just keep at it until you hatch one.
 
I fail at maths, so I'm not sure if DNA was talking about the Masuda method.

The Masuda method is when you breed two foreign Pokemon together (ex: a North American Eevee with a Japanese Eevee). The eggs that are produced have a 1/1366 chance of being shiny. Much higher than that of a Pokemon found in the wild. Also, foreign Pokemon found in the games itself will not work with this method, such as the Meister's Magikarp or Lt. Surge's Pikachu.

I was, and that is because NewADance was talking about the Masuda method in his/her original post (notice s/he was trying to breed a Japanese Eevee with one from his/her own game).
