Check the Friend Safari Database on this site, I got mine from a friend at my school who was lucky enough to have the dragon-type friend safari.

No egg moves needed. With some high IVs (doesn't have to be a 5IV Pokémon, but I'd like to see 31SPEED, 31SP.ATTACK and maybe one or two more max IVs stats)
