Its poke body "Invisible Tentacles" states that when the defending pokemon tries to attack they must discard a card. Now does that mean only when giratina is between attacked or any active Pokemon?

No. If he is on the bench, the pokebody still works. Pokebodys always are in effect unless they are blocked by Dialga. So, yes, his effect works if he on the bench.
Alright cool, I wasn't sure if he had to be the active pokemon or not, Thanks for clearing this up! 
No problem. All bodies are active everywhere, including the bench, unless the specifically state they must be active, but I cant think of any that are.
