my friend had a girlfriend for over 3 months and he likes her but she is starting to get annoying and wont him go anywhere and he wants to break up with her but he wants to do it in a nice way face to face what can he say?

But try this for starters -
"Thanks for being my girlfreind and I really liked you when I got with you, but I am afraid I am going to have to end it. It was real fun time with you..apart from y'know, the end part. So I am breaking things up with you, so I will see you tomorrow"
After that just say "We can still be freinds but, just not lovers"
Make sure to end with a joke to soften the blow like what I did there ^
This would be easier of we knew his personality and then we could just say how to set it out in a formal way based on the individual.

If he's nice, then shouldn't he already have let her know he doesn't want to be in a relationship with her? ;0
Anyways, I don't think it's good for people to give your friend advice like this (I think it's something you just have to do for yourself), but if you really need advice... Then yeah, just tell him to let her know he really valued the love she showed him, but he thinks they're just not right for each other... Or something along that line. The important part is for her to know that she didn't waste her time with him, and that he wasn't just faking his love for her. He needs to tell her his feelings were true, but it just seems she'd be better off with someone else.
Though, this advice is coming from someone who's never even been in a relationship, so keep that in mind should you want to use my advice. ;/

This is just random but I think a good way would be: Just say the break up thing first then explain why in a positive I repeat postive way like this:
'' Um REPLACE HER NAME HERE, I am very sorry but I think its time to our end our relationship.
I really enjoyed the time but I think it is better to move on, to meet other people. You will realise this in the future when you meet somebody else. I found we do not match anymore and ae splitting away from each other. We can be friends but that is it, I'm sorry. ''
*Gives her one last hug goodbye then maybe a kiss or something*.

I would say,"I am sorry, but I think we should break up. I am not dumping you or anything, but we should meet other people, and I hope we can still be friends." But don't do it in front of everyone else.
