There's going to be a swarm of Metal support incoming (Magnezone, Mt. Coronet, possibly Metagross GX making a comeback, Dusk Mane Necrozma, etc.), and this deck is shrek'd by them. So you're gonna need some non-metal weak Pokémon in the deck. Some ideas:
  • At least two Tapu Lele GX plus two Brigette. This will bring out your basics early in the game plus it can attack for two DCE.
  • Zoroark GX is another good tech that can attack for two DCE and it provides draw support.
  • Your deck would also benefit hugely from Brooklet Hill, which brings out basic Water Pokémon more quickly.
  • Freezing gaze only affects your opponent, not you. So Manaphy EX is actually extremely awesome.
  • Tapu Fini GX does work well with Cyrus.
  • A couple field blowers wouldn't hurt.
I don't know how your deck works, but how does this sound:

Pokémon - 19
  • 3 Alolan Vulpix GRI
  • 3 Alolan Ninetales BUS
  • 3 Eevee SUM
  • 3 Glaceon GX ULP
  • 2 Tapu Lele GX
  • 2 Zorua SHL
  • 2 Zoroark GX SHL
  • 1 Tapu Fini GX BUS
Trainer - 30
  • 2 Brooklet Hill
  • 2 Field Blower
  • 3 N
  • 3 Professor Sycamore
  • 3 Cynthia
  • 1 Cyrus {*}
  • 4 Aqua Patch
  • 3 Guzma
  • 2 Ultra Ball
  • 3 Choice Band
  • 2 Acerola
  • 2 Enhanced Hammer
Energy - 11
  • 7 Water
  • 4 DCE
