They are randomly found items. The itemfinder and Pokeradar help, but not by much.

It raises your chances and it does count as an account upgrade. I would buy them, but use them wisely, especially the Pokeradar. I would use it at about 6:00 in the morning for maximum usage.
EDIT: Guys, I have just found the other Arceus owner. His name is the name of another novelty, Pokii.
