ok golduck has an attack called encore

say i got golduck as my active my opponet has dialga g lv.x in play

i attack with encore and choose remove lost as the attack he has to use next turn, but he does not have the necessary energy to use remove lost.

the question is: if he doesn't have the necessary energy to attack for remove lost then does he not attack at all?

Remove Lost is the only attack he is capable of using. As it doesn't have enough energy attached to it, it can't attack. Obviously they could Warp Point it or Poke Turn it or something, but if they didn't he couldn't use Remove Lost.

Couldn't they just use an attack on the regular Dialga G, rendering Encore almost useless?
