Ruling got a quick question

I am new to the TCG pokemon game and played in one tournament(citys 07) and plan on going to play in the states tournament soon so I went to the store (target) and got a worlds champion's deck with swift empoleon and i look though the card but i don't know what Scramble energy and double rainbow energy card does.

for those who don't like to read like me here are my questions
1.what does energy and double rainbow energy do?
2. can you play the worlds champions deck in states or any kind of tournament?
 
1. Double Rainbow can only be attached to an evolved pokemon (excluding pokemon-ex). While in play, Double Rainbow provides two energy of every type but only 2 energy at a time. Damage done by the pokemon double rainbow is attached to, to your opppoent's pokemon is reduced by 10. if the pokemon double rainbow is attached is no longer a non-ex evolved pokemon, discard double rainbow.
Scramble energy can only be attached to an evolved pokemon (excluding pokemon-ex). While in play, Scramble provides 1 colorless energy, but if you have more prizes left than your opponent, scramble energy provides 3 energy of every type, but only 3 energy ata a time. if the pokemon scramble is attached to is no longer a non-ex evolved pokemon,discard scramble.

2. You cannot play worlds cards at any place at all (it is ilegal).

why is it illegal to play worlds deck cards? and whats the point of getting them lol?

Well first off at least 1/4 of the deck's cards are rotated so they would be not allowed anyway. Now you're thinking why don't I just mix some cards? Well the thing is it can be easily spotted (Silver Edges, Signature, No Foil EX's etc.).

Why people buy them? Well, read the booklet yet?
 
yes i did read the booklet, so people buy them to see what happened at worlds and how they won, right?

well i now wish that i would have bought 2 or 3 booster packs instead but oh, well i'll get them another day
 
The point of Worlds decks are to show off what won, not to sell you a ton of ultra-rare cards for $15-20. That's largely why the cards from them are not tournament-legal.

Nothing wrong with them in league play, though. I've done a "World Championship challenge" at league before, putting the better league players up against Worlds decks.
 
1. It provides 2 types of any energy. But damage done is -10.

2. No you can't. It's cot a modified deck i wished we could
