No. The reason for this is there's just no need to. Who cares if your thread gets pushed down a bit? It's not the end of the world. If there's work being done consistently on the project, I don't see why keeping it up top (or at least on the first page) should be an issue at all.

There is a difference between locking a thread and outright deleting it. I realize that there's a possibility that not everyone saves drafts of their threads elsewhere in case something should happen to it, and I know if I were someone who spent a good amount of time crafting my thread only to have it deleted, I'd be pretty upset. So I'm locking them instead. That way, once the author gets his or her act together, I can just unlock their thread, they can make the appropriate changes, and life goes on.
As 6-Dimension pointed out, the idea is to only allow threads that prove the author is serious about making the game. Anyone can type up a paragraph or two on the story/new pokemon/new types/Gym Leaders/rival/whatever else. I honestly thought about doing it myself, just to prove a point, but that'd be silly.
This rule is really not that restricting, guys. Having some screenshots goes a long way in proving you're serious. If you need some help, take a look at other games. Send some of the workers a PM. Good luck getting them to help you when they already have a commitment, but hey, it doesn't hurt to ask.
This doesn't mean you're not allowed to ask for help. Maybe you thought it did. It's okay to ask for help. But it's the responsibility of the game creator (the one making the thread and posting the ideas) to prove that he's serious about his game, serious enough to post more than words.
