Hey! should i run rare candy in this deck???? imo its not needed since i only use it 1/20 games. i also will have to make do with no starmie no talonflame and only 2 breaks. please send help. and no im not justgoing to (Change) my deck.

Generally, Rare Candy is not used because, despite the slow setup, you're gonna need as many Kermits on the field as possible. Your water duplicates attack is a way of making sure you have some backup and makes you more likely to draw cards from your deck that you're going to need. The setup is usually a bit slow even with a full set of Evosoda. At least, that's how it turns out whenever I play it. :/
 
Also, you don't necessarily need the Talonflames, but I would definitely recommend getting s Starmie line in there

Rare Candy is a one-of some people like due to the fact you can lose 1-2 Frogadier to Prizing or KO, so the Duplicates strategem is not a guarantee. In saying that, there's absolutely no need for Rare Candy; it's a personal tech option.
If you want to speed up your first Grenina BREAK(second or third being slower is less significant) I would recommend Wally; unlike Evo Soda it ignores evolving restrictions.

Talonflame is just one option. Same goes for Octillery, though he's not exactly cheap anyway...
Alolan Vulpix is Common and allows searching, so maybe use that instead; has the benefit of being a target for Brooklet Hill, too, so you don't need to max out on it even.

As for Starmie, it's fairly cheap and you only need a single copy. I'd recommend getting it; a couple Energy Retrieval doesn't compare to guaranteed cycling every turn. I rate this separately because there's no comparable replacement.
