Hello everyone! I was wondering if someone could help me in identifying this card here. I can’t find anything about it online.

To me that looks like something that would have to do with the e-card series

Perhaps it is associated with the second full length Pokemon movie? Lugia was the signature Pokemon, and it seems to be from about the same time as the Neo era. Also, the copyright date.
my other guess would be something from a Burger King promotion.
