Strategy:

Pretty straight forward strategy. Set up item lock with Trevanant or ability lock with Wobbuffet depending on what kind of deck I'm facing. Float Stone the active, switch to Gengar-EX to hit and run while getting poison. I'm running 2 Hammers, Microphones, and 1 Delinquent to mess with my opponent. Its also worth to note that I'm running Shauna for now until I can make it to one of my local's to look for a couple birch's. The coin flip usually doesn't fall into my favor anyway.

Because this deck lacks a heavy hitter, I intend to slow the game down as much as possible. I've done pretty well with this deck in play testing. My only real losses are because of my own mis-plays and getting ahead of myself.

Weaknesses:
1.) I lack a Heavy Hitter // Trump Card.

2.) 2 Shaymin-EX with an in hand DCE can out stall me unless I can lysandre another pokemon out

3.) Yyvetal is a real challenge for this deck, especially if they destroy Gengar-EX early with a lysandre. Otherwise its still possible win if I can set up properly.

Cards I'm considering trying to put into deck:
-{1}- MGengar-EX --- This could be a ridiculous surprise for people in the end game. For two energy I can chose any attack of my opponent. Obvisouly useless against the likes of NM, but could allow me to hit 100+ with some attacks.

-{1}- Trevenant BREAK -- Additional damage for 1 energy and more HP for Trev.

-{1-1}- Natu-Xatu Roaring Skies --- The disruption is real. Even if it only lasts for 1-2 turns, It can help me set up easier knowing what I'm playing against.


-{2}- Muscle Band --- Gengar-EX can knockout 180 HP EX pokemon on my 2nd turn (80+10+10+80 = 180)

-{2}- Crushing Hammer --- Basic Energy denial

-{2}- VS Seeker --- I know what this is used for. I don't like the card. Very broken. But competitive is competitive.

-{1}- Judge // N // Ace Trainer -- Ace Trainer can be a hearty surprise. My games tend to be dead locked trading prizes or I usually stall out enough for them to spend their energy or get locked up and I can make the comeback late game. (Credit to Ivy_Profen)

-{1}- Skyla --- Basic search card for whatever the situation might be.

-{1}- Pokemon Fan Club --- Search for Gengar / Wobb / Phantump

I too run a similar deck and have found that running 4 Phantump and 2 Level Ball provide a great deal of consistency in setting up my bench.

I found no need for any DCE, but I do run 3 Mystery energy (helps with free retreating).

To counter D Pokemon match-ups, I also run 3 Weakness Policy - these are HUGE.

Consider replacing 1 of your Enhanced Hammer with a Xerosic to provide additional flexibility.

Why no VS Seeker???
 
To help against shaymin loops. You can just play judge or the N reprint. And shuffle it back in. With item lock it will be hard to get it out again.

While normally I would run 4 Phantump, I end up getting dead draws of 1 or 2 late game that I really wish were something else. So I elected to drop 1 and if I need one later I will Super Rod or Puzzle of Time to add them back to deck/hand respectively. Level balls aren't effective enough seeing as how the only pokemon I can pick up would be Phantump. I could possibly run 1-2 Pokemon Fan Club so that I can grab Gengar-EX/Phantump/Wobbuffet. I'll add it down as another note able card.

I was running two DCE just in case I found myself without a stadium, which has happened a couple times. With everyone running Delinquent and their own stadiums, it can be tricky to keep one on the field for long. It never even occurred to me to try Mystery Energy however, which would essentially add a float stone to some of my Pokemon. <-- I'll make this change

I do see the need of a weakness policy but I'm still unsure of what to drop. If I add a policy, I either lose consistency or disruption. I'll add this to my additional cards to try section. One more note is that against Dark pokemon, I have Wobb tank as much as I can, more often than not I'll just forgo the item lock and attempt to Hit and run once, switch to Wobb and then hit them with his attack which should knock out Yyvetal normal in 2 turns. If its the EX version then I absolutely have to have a 2nd Wob or another healthy Gengar to finish them off. Or if Item lock is possible T1, I ride it as long as I can until my Wobb is setup. <--- In this case I may only run 1 Weakness Policy just so I don't completely lose disruption or consistency and possibly allow myself to live an extra attack.

The one thing I love about Enhanced Hammer is that it is an Item, reason being I am running two. However if I run Xerosic, then I'll probably also drop a Microphone as well. <-- I'll play around with this suggestion and see what I can do.

I didn't play VS Seeker because I was running only a total of 11 supporters. If I can get my hands on a couple playable VS Seekers I might consider it, but I don't feel like paying $10 for an uncommon card just because of how effective it is to play, same reasoning I don't play Birch. Most of the time I just rely on saving my Lysandres for late game and using Puzzles to get what I need from the pile. <-- If I do add Xerosic and Pokemon Fan Club, I'd probably have to add in 2 VS Seeker, because its likely that they get discarded or used early on.

This is a good suggestion, and I do have 2 Judge coming in the mail and hopefully I can pull an N reprint during the pre-release event next week. Again my problem is what am I going to drop for it.

I'll be updating other possible tech's I'm considering in the next 30 minutes or so, but I have to find the list I wrote down earlier lol
 
I would take out shauna for N or Judge.

You may say vs seeker is broken and not want to use it. But it is what makes tech supporters possible and useful. If not you would need to use multiple xerosic to actually have a chance to hit it when you need it.

Lack of it also requires you to run bad supporters like shauna.
 
Why not play a few trev breaks? It could a useful 2nd attack. Plus you already have the regular trees.
