How do I join in on the Chat?

I'm running WIndows Me so I cant view the webchat from either: IE, Firefox, or Opera.

So I gotta use MIRC, problem is when I click the MirC link nothing pops up even though I have the program installed.

How do I get #Pokebeach going on my Mirc?
