That's probably very unlikely. We haven't seen any other reclassification of old mons since Gen 2 (even then it was only two pokemon and one move). I DO see adding evolutions of old mons that are Fairy typed. Though, that will probably happen in gen 7 (I hope).
 
For those of you thinking that it's more likely we'll have a future gen 2 remake just to see how the fairy type affects Johto. The answer is "No!", that's not going to happen! The Kalos regional dex hosts almost all of Johto Pokémons. Like there's a plethora of Johto Pokémon in gen VI, excluding Johto starters, the Unown, and Johto legendaries, and few other Pokémons such as Misdreavus, and Porygon 2. Even some that aren't included in the Kalos dex, are found after post-game content like Friend safari. I guess the things that I had aforementioned, meaning we'll get to see the rest of Johto Pokémons such as starters, Unowns, Johto legendaries, provided in events, or future games.
 
Eh, I'd say there's a good chance there will be a PWT/equivalent in the next Kalos games, whatever they may be. (Both because it was a well-received feature, and because Clay probably sees expansion potential. ;p) I don't know if Whitney would change types, though. That has yet to happen between games. Though, trainers CAN use Pokemon not of their specialty type, but it's rare when it's not necessary. (Gen 4 did this a lot, but because they had few Pokemon of those types. Clair in HGSS uses Gyarados, also, but again, because Dragonair and Kingdra, aside from Dratini, were the only available Dragons.) I think the only time where it wasn't necessary was Cilan/Chilli/Cress in Black/White, but personally, I didn't actually consider them Grass/Fire/Water-type specialists until BW2.

For the record, Miltank IS Whitney's signature Pokemon. It's the Pokemon she always uses in the PWT, and the one that gets a hold item in HGSS. Though, signature Pokemon can change.

Perhaps after each PWT, they review all the types and decided that Fairy wasn't just made up. After RGB, maybe there was another PWT somewhere, then after that they included Steel and Dark types.

Her main pokemon is that Miltank of hers.

Do not even dare use a ghost type against it in Heart Gold by thinking it can not hit said ghost type because that Miltank will quickly stomp on that ghost.

That said clefairy was not a fairy type originally.

Although was there any surprise that it would happen?

I honestly doubt that they would change the type she uses, they might just change one pokemon on her team to make sure her team stays normal type.

I think it's possible to change Whitney's speciality. If you guys had watched the anime, the Johto Dragon-type gym leader "Clair", made a cameo appearance back in one of BW best wishes series episodes, and Clair showed up, and along her appearance, she caught a a Druddigon while she was in the Unova region! So, we're making an interesting theory that Whitney would probably change her speiality from a Normal-type gym leader, to a Fairy-type gym leader. Don't forget that the Fairy-type gym Valerie is from the Johto region, therefore she might have something pertinent with characters from that region.

I'm all for the theory, I think it would be cool if Whitney started to use Fairy type Pokémon. But Clair has nothing to do with gym leaders changing their type specialty? Clair was, and still is, a Dragon type gym leader. She traveled to Unova, and caught a shiny Druddigon. Druddigon is a Dragon type Pokémon.... soooo, how does Clair have anything to do with gym leaders changing their specialty?

What I wanted to say furthermore, she can replace her powerhouse Pokémon with a Fairy-type Pokémon, just like what Clair did. We've been talking for ages in this thread onto how is it possible to make Whitney's powerhouse Pokémon "Miltank", a Fairy-type. So that's the message I wanted to convey, and I apologize if I weren't too specific in my statement.

I also think that it would be cool if Whitney replaced her powerhouse Pokémon, Miltank, with a Fairy type Pokémon. But Clair didn't change her powerhouse, she just caught another Pokémon of her specialty type.
