Bad example, but you can join whenever or how ever you please.
To get an I.D go to an event and the leaders would be happy to sign you up.
At league you can get badges, this season its energy badges, for competing and participating.

Pop Cards have a specified number of points needed to get badges. In my league, every 10 points gets you a Pop Pack 8. Scoring over here goes like this:
1 point for a loss or tie.
2 points for a win.
Badges are awarded when you have finished filling up the card.
can i still get all 8 energy badges even though the season has already started?
Yes, you can, but you'll need to attend league by the 20th, as that is the last day that you are a part of the Grass Season.
Some gym leaders are kind enough to give new players the older badges too, as long as they participate in a good manner. I know I do, personally, as a reward for those who play a lot but couldnt play immediately.
