How Many Mini Sets are There?

I'm trying to collect some of the small sets that have been released, and I'm wondering if I'm missing any. I have Double Crisis, Dragon Vault, and Radiant Collection. I'm thinking about collecting the Kalos Starter Set, and obviously the upcoming Legendary Collection. Are there any other smaller sets around?

Depends on what you consider a "mini-set" I suppose. There have been a number of times that a smaller set of cards has been released in some special/different way. There's the Southern Islands set, the Pokémon Rumble TCG set, the e-Series sample set, plus various McDonald's sets, the various other trainer sets similar to the Kalos Starter Set, various POP series, etc. Probably more that I'm forgetting. The older ones might be harder to find, but you see Southern Island sets pop up on Ebay semi-frequently.

Preferably sets that have around 25 cards or more. Ones that don't have reprints from other sets. I forgot about Southern Islands though. It's small, but it'll work, thank you!

Southern Islands, Rumble, and the POP sets are all unique instead of reprints; not sure about the others. There's also some unique Japanese-only sets, like the Vending Series and such.

Other ones that come to mind are the new Team Magma/Aqua packs and Dragon Vault.

I'm not so sure about this one, but I haven't seen it mentioned yet. There exists a mini-set of cards from a manga series called "How I became a Pokémon card" ("Pokémon Card Ni Natta Wake" in Japanese), written by Kagemaru Himeno. With every book in the series you'd get a new card (with artwork by Kagemaru Himeno), and there were six cards in total:

Natta Wake Birthday Pikachu
Natta Wake Sunkern
Natta Wake Mankey
● Natta Wake Hoppip
● Natta Wake Psyduck
● Natta Wake Jynx

It's a set with very few cards (although insanely sweet ones), and it's one of my personal favorites. I'm pretty sure they're all unique cards that you're not able to find in any other set.
