This is kind of a silly question as it all depends on what deck you use. If you run 10 water energy in Gyarados I would think you're a poor player, however running that number in a different deck might be a great play.

2x Professor Oak's New Theory

Basically, search + draw cards. Also, if you're only using one energy to attack, then you don't need to draw 2-3 energy in your opening hand.
 
Oh, okay. I run 4 Roseanne's Research. I have another question though how would you get them from your discard pile?

energy restore (bad card)
Night Maintenance (a staple in all decks)
Aarons Collection
Energy Returner
Palmer's Contribution
Energy Pickup (these would attach the energy onto a pokemon straight away)

Night Maintenance or Palmer' would be the better choice as get back both energy and pokemon. Aarons should only be run in P based decks.

Running one Call is more pointless than I can even mention. Just saying. I think in my CurseGar I run like... 7{P} ad 4 Call? IDK.

I have about a dozen. I need it because I run GarPharos. My new deck I hope will be meta! Double Colorless is huge in here.
