Jynx DF can. Other then that Warp Point and Switch are your best options. Also Weavile + moonlight Stadium give anything free retreat, though i don't see Weavile + Mortar doing well.
I think Sergent_Tankian said it all. The only thing I might add would be Holon WP+Psychic Energy, although that would still be a little awkward for a Magmortar deck, unless you used Cyndaquil d, Quilava d, and possibly 1-2 Typhlosion d in your deck, which might be fun.
I´m sorry, but your oly option so far is switch and warp point. maybe in next expansions we'll see cards like balloon berry. super scoop up, with a heads could fully recover your magmortar, and return it to your hand, with all energies atached, and you can put magmar ot hte bench in the same turn, and an energy.

The solution is to run Magmortar with Typhlosion so you can Firestarter those energies right back on.
Other than that, there is really nothing in the Modified format that helps. We might get Unown Q in the next set, which you can attach as a tool to reduce retreat by 1. That's the only thing on the horizon.
