How to start a Pokemon League?

So I want to start a Pokemon League with my friends. Are there any certain steps or conditions I have to follow?

It won't work for me because I don't have a player ID.

Unfortunately the nearest League for me is like 1-2 hours away.
 
That's an interesting conundrum...how DO you start a league in the middle of nowhere without a player ID? I guess you email customer service?
