BW/BW2 I don't get EV training

Well either way. I was just trying to see how it worked. Can I level it up battling anything now, and the ev's will still apply?
Yep. The EVs will not go away unless forcibly removed, such as through the Berries. They will stay as is.
 
So, I started 'ev training' a charmeleon in the celestial tower, from a level one charmander. Only battling litwicks and Elgyems, its holding the power lens. I thought it was going ok, but then, I battled 4 of them, to get from level 25 to 26, and it only went 3 stat points. Is that ok?

If its a lower level, then thats fine, or if you haven't battled many yet. The EVs will be gained as you level up. You can see at lvl 100.

Its lv 44 now, and its sp atk is 133, but the level 59 charizard I have that isn't ev'ed has 154 sp atk. Is that normal?
Yes it is. The stats of an EV'd Pokemon usually have a striking difference to those who have not been specifically EV trained. The reason is because if you're not specifically EV training, the EVs tend to get spread evenly over all the stats, whereas with EV training you're focusing on peaking two (or more) specific stats.

HP - 169
Atk - 131
Def - 120
Sp atk - 154
Sp def - 115
Speed - 146

Level 58 'Ev'ed' charizard
HP - 163
Atk - 123
Def - 114
Sp atk - 174
Sp def - 112

So it worked I think :D
 
If you post the nature, it will make it easier to determine just how good its stats are.
 
Max stats for a Hardy Charizard level 73 assuming 252 EVs in SAtk and Speed
HP: 219
Atk: 150
Def: 142
SAtk: 232
SDef: 151
Speed: 219

Based on that, Charizard does not have 252 EVs in Speed. I can't tell its exact IV simply because I do not know how many EVs it has in Speed. Its Special Attack seems to be average. You do appear to have at least 12 EVs in Attack from doing some formulas.
 
Basculin gives 2 speed EV. I don't know what you have been beating...

You can't alter a Pokemon's IVs after it has been captured. You have more EVs that are not in SAtk or Speed than just the 12 I know for sure. 196 is the bare minimum a Charizard can have in Speed if it has 252 EVs in Speed. That means you have a minimum of 64 EVs in stats other than Special Attack and Speed if your Charizard indeed has all its EVs. What I'd recommend doing is using the berries that reduce the EVs on each of your stats other than SAtk and Speed. Then you will be able to get more EVs in its Speed.
